PROJECT CONTENT AND BASIC INFO

ABSTRACT

INNOVATE brings together a strong consortium of 13 partners coming from 11 EU Member States (FR, NL, DK, BE, LV, CZ, CY, SE, IT, ES and UK). The consortium is coordinated by Energy Cities, a European network of local authorities in energy transition. It is composed of a renowned financial expert on public and public-private energy efficiency services operators and third party financing, and a mix of local and regional authorities, energy agencies and private sector partners.

Together, they aim at overcoming market barriers to deep energy-efficient retrofits of private housing stock and launching ambitious energy retrofit pilot programmes aiming at min. 50% energy savings in 11 target territories.

GENERAL

DESCRIPTION

Ambitious energy-efficient refurbishments aiming at 50-75% energy savings require significant investments and, indeed, most of the financing needs to come from the private sector. However, if used effectively, public incentives play a key role in triggering private investments.

Pilot experiences and research show that a significant leverage effect can be achieved if public subsidies are combined with, or contribute to the development of attractive integrated EE services for homeowners. Integrated EE services include: development of tailor-made products adapted to the primary concerns of homeowners such as aging, changes of family situation, home improvements, and incorporating energy-efficiency as an added value to the project; marketing and awareness raising; technical and financial assistance; guaranteeing the quality of the renovations and monitoring; and also access to dedicated long-term financing adapted to homeowners’ capability to reimburse the investment. Such services boost investments made by homeowners and consequently the renovation rates. However, they are very rarely offered to homeowners.

INNOVATE will trigger the development and roll-out of integrated EE service packages which are expected to boost investments of homeowners in deep energy renovation in 11 target territories. Access of homeowners to attractive long-term financing is part of the package. Target territories will actively involve the private sector and financing institutions in the development of financing schemes with the aim to mobilise their financial resources. INNOVATE will improve the effectiveness of public sector intervention (subsidies) and increase the leverage factor of public finance on private investments.
